You might want check with a parts store to get a new pulley the bearing might be worn out unless the spring itself in the tensioner is bad.

I just realised from another thread that these are possibly not available on the market new, at this time?
can anybody confirm that?
 
here is the one I have. It's a little dirty from sitting in storage but was working perfectly when removed from a wrecked car. I do believe you can no longer get these new.
