I have a CPT 200r4 NLU trans that was built for use behind my 455 GS , that I just installed in my 87 Turbo T. Before I installed it I changed the valve body and govenor with an EA BRC valve body and govenor, EA tv cable and a PTC 9.5 nlu converter. It has extremely hard shifts at low speeds, I have adjusted the TV cable many times with no change. I installed a trans pressure gauge and got the following pressue readings at 1000 rpm.
Park & netural 130psi
D1 & D2 240 - 290 psi needle bouncing
D3 & D4 135 psi
Reverse 210 psi
TV cable unhooked 120 psi
The psi readings are all about double what the factory manual shows.
The trans has a 500 boost valve installed would this cause that much of a pressue change and the hard shifting ?
 
How big are the accumulator holes in the vb plate? Are the accumulator(s) blocked? Some kind of piston limiting in the accumulator?
Did you use any "shift kit"?

Here's a link to Extreme Automatics old site that shows some techinical information on his
200-4r's.
It has the transmission line pressures (TV Cable In / Out) that Lonnie recommends for his EA trannys that have his BRC Valve Body. He does state that his BRC valve body is modeled after the BRF valve body & is designed to provide firmer shifts at 4800 to 520o rpm. Be sure your TV cable is adjusted correctly.

To perform a pressure test on your 2004R is not hard and can supply lots of info if you are having a problem. You will need a 90 deg. fitting 1/8" pipe to -4. You will also need a pressure gauge that goes to 300 psi. The pressure tap is located on the left side of the transmission above the linkage. Typical pressures of a healthy 2004R listed below. I have also listed the minimum required to for decent transmission life. The test should be performed with engine RPM slightly elevated to around 1200 RPM or more. Full TV requires the TV cable to be pulled out as far as it will go. Dont get to hung up on the pressures in Park as some VBs do not boost in Park and some do. The other gears are very important.

Now my question is, does the boost valve set the line pressures with the TV cable disconnected?
My pressure gauge readings are all higher than EA's ideal pressures.
