"What's in a chip" and "Recall PROM". The second one is an Excel file. It gives all of the calibration values that are in the stock 1987 emissions recall chip.

Edit, sorry, do the two "chip secrets revealed" links to see the Excel files. If you can understand those, then you'll have a really good understanding of what a chip does.

Top speed governor was removed, timing tables had a bit more timing. PE for fueling with time in WOT was increased, that's what I remember off the top my head.

I think in its day someone came up with the label of FBI chip and sold it that way
All I know is I have paperwork that it was installed in 1989 and by whom and invoiced

What exactly are the parameters of the chip I don't know bit if someone is local to me we can figure out what programming was done
All I know is compared to my turbo tweak chip the FBI chip is more aggressive and responsive
The turbo tweak idles better but less power

I was given a chip by a GM engineer long ago and it had the speed limiter raised to 250 and the boost up to 17 other than that is was stock. That chip was circulated around for a while am may be what you have
