Of the new, high quality, jacks Hein Warner might be the best value. They are made in the usa and have a great track record. There is another brand of jack that were still being made in the US as of a few years ago (I think milwaukee). I can’t remember the name right now but if someone else mentions the name then I'll remember.
If you ever can find a used Scott Atwater (Also offered as a Marquette) jack at a garage sale or auction, I highly recommend them. They are cast iron beasts and seem to be bullet-proof. I think they quit making them in the 40s or early 50s, but even the ones that are really rough looking seem to always work. They have a very uniquely and well thought out hydraulic system.
As far as the imported jacks go, I think there is a lot of junk out there as you have experienced. I’d rather have a rebuilt US made jack then anything imported, at least from Asia. Be prepared to pay for quality.
