FTP/computer experts

I need a FTP program that works on WIN98.
I am working on a Content Management System (Joomla) and there are some settings that I have to change but they can only be changed through the FTP program. I have tried several FTP programs but none will allow me to make the changes.
WS_FTP95 , CERBERUS doesn't allow me the commands to change settings and I can't figure out how to use FTPComander.
Filezilla won't work on Win98.

According to Joomla my Host should be able to make the changes but they tell me that I have to use my FTP program.

Any ideas what else to try?
If someone is familiar with this program I'd be willing to give you the link and maybe you can try it..?

WinSCP ?

Says it will work on '95 and later. I use Version 3.7.4 build 271, but only on XP so far.

Thank You. The settings were unwritable/writable privilages on some folders. I was able to get my Host to fix some things but it's not going well. I'm looking for a new host that can set up a Content Management System for me. I'm not a programmer and setting up this CMS program is kicking my a$$-18 hrs/ day for the last 3 days and I still don't have the program running..

It would be better if I can find a host that is familar with Joomla and they can set it up for me. I can only find one host so far that advertises doing this and it seems pretty expensive ($75/yr) compared to a "normal" web host.

They have 24/hr support both online chat and telephone for free. Lots of controls and things to tweak. I use them for the GN club site I run for our local club.
