Fuel gauge not working?

Ok, you guy's are so good at problem solving that I figured I would throw another one out there. :) The fuel gauge on my car will only read about 3/8 on the gauge when the tank is full. It does go down as I use gas, but not sure how accurate it is? I figured it was the sending unit so I replaced it with a new one. Imagine my surprise when that did not work!! I had a friend test both sending units with an ohm meter (since I am basically inept and he used to be a GM service tech) and they both tested good (90 ohms or whatever is called for, I just know they tested fine).
When I put the unit back in and manually moved it up and down, the gauge worked? Does anybody have any ideas?
