fuel pump troubles (yet again)

Hey I got a fuel pump and regulator from fullthrottlenetwork.com and I have it put together correctly and tested it but it didn't want to work. I read through the directions again and the only thing I can see that I didn't do was to save the "pulsator and the pulsator to fuel pump rubber spacer for use in mounting new pump." What is the pulsator? I can't find any extra parts laying around and that's all it could be right now. Also, about how many volts should I be getting out of the wires that plug into the pump?

Did you try grounding the tank with an extra wire? Just a thought.

I'll try that once I get off work today, I tested the voltage at the wires that plug into the pump and I was only getting a reading off the middle one. That can't be right because there are three wires that go into the back of it. Has anyone else experienced this? I have a hot wire kit for it but just didn't want to replace it unless it was necessary.
