Fuse Panel: Two out of three INST LPS not working

Wiring up a few more gauges and I find out that two of the three INST LPS spots on the fuse panel are not working. What would be the problem with this.

Also found a connector under the dash not connected to anything. Has a grey and brownish grey wire and a blue connector at the end. I couldn't find a spot for this to plug into. What is it for?

If it is the one under the ashtray that wire is a dimmer wire for a floor shift indicator. You an use that as the positive light feed for your gauges.

Problem is, that's light isn't on/working either. I would like to fix whatever is wrong instead of plugging the lights into the slot that works.
