Hard pedal after boost w/vacuum brakes

The previous owner put vacuum brakes on my '87 WE4. Yesterday when I got on the car and hit 22 psi and then let off I hit the brake pedal and it felt very hard. This has happened before and it doesn't seem to be just when I let off quickly either. I tried pumping them but it still took a few seconds for them to come back. What should I be checking and where would I buy replacement parts for the vacuum brake system?

Test the check valve on the brake booster. You're getting a hard pedal because there's no vacuum in the booster to give you any power assist. Either the booster is leaking and allowing air into the booster while the car is under boost, or the check valve has failed and manifold boost is getting into the brake boster.
