Help!!!! 84 National Turbo Problems

Just purchased a 84 Grand National, to be honest i dont know too much about the car itself. The things i do know is it sat for about 4 years in a shop getting worked on here and there to just get it running again. I just recieved the car and i dont know if they primered the turbo before startin it again but the car seems to be running okay but the turbo is not boostin up at all. I took off the intake hose and put the pedal to the floor and the blades seem to be turning fine but i havent had time to check the exhaust side. My first guess would be the wastegate it seized in the open position and wont let it build up. I am lookin for a waste gate right now for it but im not sure if that is the problem.........Since i dont know if it was primered before running it, some guy said if it wasnt than after starting it and letting it run for about 5 minutes the bearings could be completely shot in the turbo and i am SOL. I need some help please!!!!!!!!!!

Also i am not really needing the car to stay stock by any means, so if you have any suggestions on the turbo or wastegate problems or if you even think that might be the problem let me know. I am very open to any suggestions. If the car can handle a better turbo without having to upgrade a ton of stuff and make it run harder i am lookin for that. But since i am the newbie i know nothing about it or where to find the parts. Thanks again. Nasty84National
 
I would say if it the wastegate was seized it would be in the closed position as that's how it sits when not under boost. It may be as simple as the shop may have hooked the wrong vacuum hose to the wastegate pulling it open when it should be closed. I would check there first.
 
Not trying to be a wisea$$, but you not trying to boost in park are you?
 
How are you checking for boost and where is the line hooked up?
