High iac counts

So motor is a brand new build 251 ci. Ecugn. Starting to do initial tune and iac counts are way high and no matter how much I turn screw they don't come down. Haven't tried resetting iac yet but I did swap with another and same thing. Smoke tested for leaks and nothing visible. Idle rpm can be get to 800 900 and is steady and idles fine but iac still way high. Any ideas??

Witch direction are turning the idle screw?
Going left sets the number high,right brings the number down.you will also have to fix the tps at the same time 42-44.

I've backed screw all the way in , all the way out. Iac count never goes below 127. Tps with ecu gn just gets re calibrated.
