holley 650 double pumper spreadbore

Looking to install on the regal any of you tried one before it should spool up faster because the secondaryswill open sooner .What needs to be done the meterig block to referance the power valve to the intake and does it still need PEVR my freinds holley just hooks into his manifold on his blown small block chevy.Need imput on it thank you mike.
