How do I use the factory exhaust hangers?

I see the mounts mounted up to the body. They're rubber insulated rectangles. What exactly goes in those little rectangular holes? And how does it not touch the frame of the hanger itself? Anything that bends around the rubber, would also contact the mounting frame. I'm confused.

when i installed my RJC system that bracket #4 was missing i just went to the harware store bought some metal and made my own.
