How many clicks on the emergency pedal?

I replaced both rear brake shoes with a new spring kit and both emerg brake cables and wondered how many clicks on the emerg pedal I need to hear until the shoes lock up the drums. I have a slight drag on the shows so I could get the drums on. Chilton says 2. I have made it 3.

I have not bled the brakes yet. Should they be before setting the emerg brakes?

3 should be good. i like to have it fully engaged by half way.

What boost231 says. I like 3 clicks. Yes, bleed first. Park brake adjustment should be the last thing you do on the brakes after everything else is kosher.
