Tap it. I'd try it with it still on the car first. Just use reasonable force. Be careful of the injector harness, they're $80+.
If you have to take the rail off, be aware that you might need/want to replace some of the injector o-rings. They may be worn, or may tear when you put it all back together. I got a o-ring set from GM (cheap $) for all the injector changes we've been doing lately.
Don't forget about the small o-rings that go on the fuel lines that connect to the rail. They get wasted too.
