IAC at 90 and screw out all the way

So this is a daily driver with a 3.5" MAF and a 3" intake tube all the way to the turbo. Has MAF translator and scangage. My settings are rich at idle and plus 14 % rich at WOT. car likes to stall when downshifting to an idle setting. with the IAC adjust screw unthreaded out, the throttle linkage has about a 1/4 " gap between the lobe the IAC screw threads into. Would I want to readjust the spring setting on the tps/ linkage so it rotates backward so it in effect almost touches the lobe and therefore would drop the IAC count?
 
It's stalling because you're TB blade is sealing against the bore. (and probably sticking too)
