IAC motor reset question

When someone says the IAC motor needs to be reset because the car runs rough when cold is this a true statement? What is the IAC motor, what does it do and can it be reset? Can an average person do this or does it require a computer, special tools etc. Is it something best left to a mechanic experienced with Turbos?

While it can be done without a scan tool, the ability to have and analyze data is invaluable.
