ignition cylinder just spins!?

Try to change it and the new on does the same. How do I fix it need help. Cant start the car

Look to see if the connecting rod that goes on the outside of the column, [lower end], is pulling when you turn the key. If not, it's up in the top of the column, and the wheel has to be removed to see whats up.
