In and Out Turbo Shaft Play?

All I've been able to find is that in and out turbo shaft play is bad. I'm wondering what causes it, why its bad, and can it be fixed with a rebuild?
 
In and out play usually means that the thrust bearing is worn from mileage, dirty oil, and also being run hard. When it gets bad enough the wheels can start to contact the housings causing them to wear away and the turbo will simply destroy itself in short order once the wheels touch the housing. Yes you can have a turbo repaired and they can also be upgraded to a more powerfull unit. The oil seals can also go bad causing the turbo to leak oil in the compressor housing, you will see oil in the innercooler and pipes, or in the exhaust housing, which tends to show up as oil smoke out of the tailpipe. If there is excess thrust then the thrust collar and thrust bearing have made metal to metal contact either from lack of lube or contaminants entering the chra via the oil feed. It's possible to overload the thrust in some situations where clean oil and plenty of pressure were present but not typical on smaller turbos run at the low pressure ratios we typically run. If there is a little play, remanufacturing using the existing wheels is possible if the journals aren't scored or shaft isnt bent. These are the cheapest possible "rebuilds". The turbine shaft needs to be de-carbonized and the ring groove looked at carefully if there was a thrust problem. Sometimes the ex side sealing ring will be thrust into, damaging the groove on the shaft. It's possible to machine the shaft and use a wider ring in some instances if the turbine is expensive or a replacement is unobtainable. The bearing housing needs a little machining as well for the replacement oversize ring. The bearing housing often gets replaced and balancing updated as well as all the small parts that would normally be used. Lots of crap small parts out there. The best stuff is a little more expensive but well worth the cost.
 
Thanks for the info that helps a lot. This turbo is not currently on a car and is sitting on shelf. It appears to be in good shape besides the in and out play. I'll look at it more this weekend, but I don't recall any broken blades or scratches in the housing the last time I looked it over. Would there be any pictures or video I could take of the unit to help see what all it may need or if it's even rebuildable? If so what should I look for and focus on? I don't really know what I am looking for. All I know is that it moves in and out more than I have ever seen with any other turbo.
