So I ordered a emissions chip from turbo tweaks, hopefully that will do it. It is only running rich at idle.

ok So i got a Turbo Tweaks emissions chip and it leaned the car out enough to pass, but the another section failed. The guy at the testing place said its cuz I have weak spark. He said I should check my timing because its only at idle, as the RPM's went up it went to the proper numbers but at idle it was way off. Any ideas on what it could be?

What were the failing numbers at idle? HC? CO? Post the numbers.
