You may not ever see 255 on the WOT MAF reading with an aftermarket MAF...If is also very probable that the aftermarket MAF is the reason why the BLMs aren't correct either...Do you still have your stock 85 MAF??? Try putting it back on and seeing how it runs if it is still good...Some say it will work okay with the 86/7 ecm swap and some say it won't...It may run a little rich...You have a Joe Lubrant chip, right??? If your 85 MAF is good, Joe can burn you an 86/7 ecm chip but still set up for the 85 MAF specs...
If you are dead set on using the 86/7 MAF, then my suggestion is to get the Impala SS MAF and run the MAF translator...
Oh btw, the KB ram air setup is known to be a restriction in the intake system...Just leave it off...
