Probably not unless you need it now. The
converters I run couple so well that if you're running a 29" or taller tire going to 3.73's could be beneficial. I've never seen someone need 3.08's in a full weight car. You would need to have really high cylinder pressure and be tire height limited to 25".
 
I'm trying to learn the nuances of cam/converter/turbo/gear/tire selection and I've seen the 3.42/28" recommended as combination that will cover a lot of builds. Other than tire wall, what would be the difference between running a 3.42/28" combination vs a 3.23/26" combination, they should come close to providing the same rpm?

Yes the rpm is about the same in the traps or for cruising. For drag racing the taller tire is better due to roll-out.
