Get rid of the wheels
The interior looks in pretty good shape. If the drivetrain is in decent shape/new engine and he'll take 5k. With the money you saved Put some 16" Thrush2's on it with MT's in the back. Do a spring cleaning, go thru it and tune her up. Yeah you'll have a Pumpkin that's a little louder colorwise then Mr.Cotton's orange beast but under all that orange peel maybe a decent GN for the money. Wish our GN only cost 6K...
I'd tell everyone it's Hugger orange that I allways wanted a 69 Z-28 Camaro with a dz302/4spd muncie the same color with black stripes . Maybe it comes with the original stock wheels . I think I Could live with the paint job for awhile if that's all that's wrong with it. Couldn't imagine driving that GN with those wheel/tires in the snow around there.

Probably worse then driving MT DRs in the rain. Wish I had an extra 5-6K might be worth the ride up there to inspect.
Had a buddy from Littleton across from Aurora, and back in the 70's to get to his place you'd turn off on Arapaho rd. (Aurora turn-off) and go southeast a few miles from I-25 , he and his wife had a beautiful place tucked in among the ponderosa pines, would always see Elk, pronghorn, nice place.. Have to agree Greeley has more armpit hair then Aurora.
I was so focused on the wheels/tires, and paint job that I didn't notice the exhaust tips, now I agree they went overboard. They used to ruin cars with 13" wheels now it's 20"-24"s.. one extreme to the other. We be rollin' it Unique Whips style! Looks like one of the whips Will Castro built for his A-list of Clientel. Actually UniqueWhips took the old black original wheels off and put almost the same kind of orange painted wheels on Tony Stewart's orange Lamborgini that they took to SEMA
