I'm trying to find out if I can use a set of on center rods in an off center block. I konw ther's an offset but if it is possible to shave one side of the pin hole to work in an off center without sacrificing stregnth.

Yes you can. Call Bill Anderson as he advised me on my engine. You will probably have to narrow the rod and cut small area of the piston for full clearance.
