i tryed to start the car a week ago had to charge the battery the fuel presure at the gauge in the car was showing 20psi and drop to 15psi can the pump be lock up if someone can help me or come out by my house i live in glendale hts area thanks Dave
 
Fuel pressure should rise up to around 42 psi when the pump cycles. You sure there is fuel in the tank?
 
Not sure how you have it wired. You could hotwire it to run..key on no start....and see if it will build psi like that. If not then time to check voltage, electrical connections, plumbing, restrictions, etc
 
Look for leaks, if none...adjust the regulator. See if someone backed it out too far.
