Get a roller cam from dan at dls engine development 210 or smaller will attain your goal easily. 22 psi 1.6 60' decent timing and good conv that doesn't slip in 3rd and your high 11's all day

If you have a flat cam lobe wipe off the engine hoist. That bock needs to go down to the bare block and get ALL the cam grit out of the oil galleys. Also, that oil cooler in your radiator...... it's never to be used again. (unless you want to do this twice)
 
A 206/206 roller will go mid tens with the supporting hardware(big turbo/inj/conv) and idles smooth as a stocker. Wiped a lobe myself and gambled with a cam swap, ended up building it with a roller due to trash from lobe captured in the bearings.
 
For what it's worth I think the r 93 in the chip is for 93 octane. If you can only get 91 it's probably why it was knocking.
