You have to depressurize it first by pumping the pedal about 10 times with the engine off. then you will see the exact level and can adjust it from there.

I would not play games with the power master. That light is telling you there is a problem. My light came on a year ago and then I got one pump from the brake pedal....after that I smelled the power master motor smoking and it was "toast". I ditched it for a hydroboost. When the power master craps out you will get a hard pedal and will be very difficult to stop the car. Good chance your accumulator is crapping out. To test it, with engine running, press the brake pedal down and let up. See how many times you can do this before you hear the motor run. You should be able to get 3 pumps of the brake pedal before the motor runs. Make sure you pump the brake pedal 10 times with key off before removing the accumulator.
