shifts from 1st to 3rd.if you put it in 2nd no go.any simple things to look at? also can the gov. cause this?

If 2nd acts like neutral then this is what happened to my stock trans after too many 30psi passes... I think my issue was the band got toasted, but I'm no expert. Dumped it for an extreme automatics trans.

thanks,i bought this car off ebay and it had a rebuilt trans,it is all stock and hasnt seen more than 15# of boost
