I was having the same issue as you. Slow time to spool the turbo and accelerated like a dog out of the hole. Turned out to be the torque converter. I put in one of Dusty's and now it screams down the drag strip. Hope this helps. Also check for exhaust leaks.
 
The yorque converter makes sense. After I felt the lacknof power the first time I thought maybe I had a trans problem. It felt like I was taking off in second gear. Definitely something to check.

The little grey plastic "Y" shaped vacuum fitting in the line which comes off the turbo could have reversed…I know that one of the ports has a small restrictor in it and it must be installed a certain way and cannot be reversed…

If I was you I would take the car to somebody that knows Turbo Buicks. There is a Few people in the NJ/Philly area that you can go to. You don't want to harm the car because it will cost you a lot more down the road

That definitely looks like a stock turbo to me. As for the gray Y connector, the straight part should go to the brass fitting on the turbo and the angled leg should go to the wastegate actuator. Remember, "straight to the turbo".

You can remove the plastic inspection cover on the bottom of the transmission and maybe figure out what converter you have. A stocker will have an embossed D5 all around it. http://www.gnttype.org/techarea/pictureguides/tranny/D5converter.html

My initial thought is you are pig rich in fuel and that will cause a slow spool quite easily. You said the plugs look good but define good? And then we'll want to know if you have an adjustable fuel pressure regulator and/or gauge or what you have (a stock Bosch ends in 233).
 
I check the hoses on the angled tea this morning before I went to work, and the hoses are on backwards. When I get home from work tonight I'll switch them and then test the car. Hopefully it was something as simple as that.

Ya, Why anyone that looked at that pic didnt say anything about the hoses being wrong shows the level of help on this board lately.

And check the converter numbers.

Claude said it first, I just chimed in. But since you said it was backwards, any boost pressure was blowing the wastegate open immediately. That would sure explain the dogginess (is that a word?). Oh, and get some tiny zip-ties and tie each vacuum hose onto the nipple. They will blow off and bad things happen quickly afterward.
 
It can be easy to overlook something in a picture and even with eyes on it in person. Like others said, wasn't any need to bash anyone and get off track to helping the OP..

They were the wrong hoses but they will still transmit a pressure signal.


I still stand by my statement that you NEED to find someone local that knows these cars. There are SOOOOOO many goofy nuances about these cars that will cause a head gasket to spit out or a crank to shoot out the bottom of the engine.


You really don't want to tap you hotrodding experience to put a 350 in this car and go slower.
 
No Earl, I'm done with SBC's ... for now ;)

Unfortunately swapping those hoses did not have the desired effect. I'm going to upgrade the duel system next and install my wideband gauge.

Also tomorrow I will check out the TC.

I'm sure Earl can explain it better but if you have a stock turbo wouldn't ANY converter (with a stall higher than stock) spool it quickly? So I think we will be back to identifying your turbo and/or exhaust leaks. What are your blm's?

He does not know what he has for a converter. Somebody could have put one in with a stall lower than stock.

Is that even possible? Funny story....I had installed a new turbo and it wouldn't boost for crap. Found out that between my friend and I, we forgot a couple screws bolting it to the header! Duh!
 
Yes its very possible! The 200 4R transmission was used in many vehicles. I bet there are torque converter that only stall at 1500 rpm. If people don't know what they're doing and put the wrong parts in then somebody else has to sort it out.
