Powerlogger wouldn't connect today. I don't think it was caused by a Windows 11 update but instead a firmware upgrade that they pushed to my machine either yesterday or today.
I say that because this is the last Windows update installed on 4/14 and I have a log from later that night (so I was still able to connect):
support.microsoft.com
Not knowing what the firmware update consisted of, I went through the steps again of disabling driver signature enforcement - which is required on Windows 11 when doing a PL install / upgrade. PL still wouldn't connect.
I then did a system restore back to prior to the firmware update. Powerlogger connects now.
So just a heads up to those running it on Windows 11.
