I'm not sure and am looking for advice.

The history on the motor is unknown. Supposed 8?k miles.
I've replaced the thermostat and the water pump with new units, used radiator. The buick starts up fine and runs just fine but in an effort to get the cooling system in good condition I've flushed it many times (7+) with straight water and once now with a radiator flush and the water is always a rusty looking brown after the motor runs. After so many times I got to thinking that maybe its got a blown headgasket so I pulled the plugs. None of them were any cleaner than the other. I've checked the oil and there is nothing abnormal about it, even made a T to put inline with the heater hoses to try and flush the system.

I've come down to keep on flushing or re-gasket the top end...

Does the temperature do anything wonky like go up and down real quick?

No water in the oil?

the block just has alot of rust build up. Did you use "flush" or just keep running water through it? and you fill it back up with water and coolant? or just water. If you say "just water", there's your problem. If you only run water, make sure it is distilled water. It will not have the rust problem un-distilled water will create. Buy it at the local market. Just dont let your wife see, she'll think your nuts!
you could also get the radiator rebuilt, or replace it. If its that much rust, the cores in your radiator are probably clogged up pretty bad

I think turnoelky is spot on. If you had a blown hg, there would be symptoms of it.

Everytime except once I flushed it with water, but after I drained it I left it empty. I haven't drove it just ran it in the driveway trying to get everything in check at this point. I guess I'll put some coolant and water in and put some miles on it then flush it out.

As was said earlier, make sure you use distilled water. Also if you are running only water, make sure you add something to lubricate the pump like wetter water. I'd also get a temp guage so you can monitor whats going on under the hood.
