Correct. the parameter you want to change is the "BLM correction" parameter 11. Since you're BLM numbers are showing about 10% rich you'll want to decrease parameter 11 by 3.

I'm wondering if your NB O2 is way off also. It's surprising that the BLM is only 10-12 counts low and still well within adjustability, for some reason that cell isn't "learning".

Something is amiss somewhere.

It's a new NB 02. I just installed it the other day. Most of the BLM cells are in that range. From my experience with this chip, raising or lowering the BLMS usually makes a noticable difference. It's worth a try.
 
My WBAF ratio is about 11:1 at WOT. Is that too lean?

Depends on whether or not you're running alky. No alky; 11:1 is just a tad rich (although safe). alky; 11:1 is just a teeny bit lean (although safe).

I try running 11.5:1 with (no alky). seems safe, 20# no knock, 93 octane.
