Rasing temperature at idle?

When the car is cold, Once started after idling for about 10-15 minutes temperature gets warm 3/4 of the way on water gauge. The fan does not turn on. I think it's the CTS sensor(coolant temp sensor)it's originial, How do you replace this sensor?. I never did it before. The O2 readings are also very low. I took these Scan reading at idle warmed up. Fuel pressure is holding at 44psi at the regulator.I have a TT chip.

O2-050-very low even after warmed up.

Sounds like a relay and maybe a lazy o2 sensor
 
Fan delay relay I agree. Needs replacement, Fan does not turn on after car is shut off for a couple of minutes or turns on when it's hot 168 drgrees or 173, O2's sensor not a problem. Engine is getting hot pretty quick at idle, Coolant temp sensor.Controls temp info to ecm and can cause issues with spark/timing/injector pulse/running rich/hesitation/stall?Mine is original gm old. If the fan would turn on when hot I would think the thermostat or a waterpump is the culpit.
