Rear brakes not working on one side, what to look for/fix?

The passenger side rear brakes do not seem to be working at all. Put the wheels up in the air and power braked it with the wheels turning for about 15 seconds, the driver side drum is hot to the touch, the passenger is cold.
Took drum off, adjusted them out till I could just barely get the drum back on, also sanded the shoes and drum, still will not produce any wear/heat nothing on that side when power braking??

I just bled 3 qts thru the system, but I guess I may still have some air somewhere after installing a proportioning value jumper but the pedal feels as it always has before the jumper install.
Right now the jumper has no effect at all.

Could the wheel cylinder be bad?? or would it be leaking fluid if bad?
 
Do you have a posi? If not, only one wheel would break loose, letting the other hold the wheel.

If you don't have a posi, I'd think this:
The side that began to spin heated up the drum, making it have even less friction and make it even weaker (brake fade) than the opposing side, causing the side that didn't spin to never spin because it would be more powerful since it's not hot.
 
Yep, I have a posi and I can see both tires begin to spin at the same time by looking under the car while power braking it.
 
Well, taking a closer look this morning, the passenger side does not spin very fast at all compared to the driver side, I could have swore I looked at that...been doing so much I'm loosing it.
So I yanked the driver side drum off and found fluid all over the cylinder and looks like a good cooked on coating on the shoes and drum...I think I found my problem.
In the mean time, I was going to press on the brake 20 or so times to make sure it was the cylinder leaking....well, I forgot to put the drum back on the passenger side and blew the good cylinder on that side apart :rolleyes:

Guess its time for an upgrade to S-10 cylinders now since both are toast :D
