reinstalling 1/4 windows?

Trying to reinstall these after a repaint and I can't get the metal frame to seat all the way down flush into the rubber. If tighten them down tight, the rubber starts to curl up instead of laying flat on the 1/4!

Any tips/ideas? They look terrible the way they are.
