Replacing Gas Gauge 87 T type

The gas gauge on my car does not read/change until it gets down to 1/4 tank. Does anyone have advice on whether it's best to replace the entire thing (and how to do that) or if there is any other method to fix this?

might not be the gauge. is the intank sending unit OK?
