Well if you want the razze him a bit and you know he still works for Balt. City, I would give their IA (Internal Affairs) a call and drop the dime on him. I hate bad cops that make the rest of us look bad. And believe me, if this guy did this to you, he's probably doing other goofy, illegal, and immoral stuff. IA would be more than happy to stick a microscope up this Frank's poop shoot and see what else he's into.
