We are selling my wife's SUV. I have an interested party asking me to pay for a report like a carfax and he would repay me when he buys the vehicle.

First, as the buyer, shouldn't you pay for any inspection or report you want?

Second, how safe is it to give out the VIN# to potential buyers?

if he is serious he will come by to meet you and you can feel him out and discuss the details nothing really wrong in giving him the vin if your car is legit , when I sold my bronco I required a pic of his drivers license for records with bill of sale and took pick of signed title , there is a usually a bill of sale for motor vehicle/vessel online for each state

also make you write on the bill of sale vehicle sold as is no warranty no returns ;)
 
The VIN is not a big deal. Anyone can look through the windshield and get it if they wanted.

The carfax should work the other way. He should pay and I would offer to discount it off the car if he buys it.
