Shifting at lower RPMs after gov. pinning

Had Joe Burkhart pin my goverenor spring last fall after I blew it out after a hi-speed run. Now the car shifts at 4600rpm instead of at the previous 4900. Should I remove some metal from the weight to get it to shift back at the higher RPM?

OK, how much? Drill a .125" hole in it?

That'd be a good place to start. You need to offset the additional weight of the set screw.
