I have a few donor vehicles we can talk about - got a decent silver gtp with black leather , heads up display , moonroof , 108k miles lower end grenaded

I also have a white gtp that has a bunch of dents/bruises etc but may be solid enough for you - I bought it for the cammed low miles motor thats in it , the bolt on mods , and the polished torque star wheels - I wouldnt be looking to retire on the shell
hp tuners is the only game in town currently for tuning 97 & up gtp's
best free mods would be weight reduction and cable mod for traction , make your own fenderwell intake , 2 range colder copper core plugs such as autolite 104's , drilled 180 t stat , flipping motor mount bushings
if you plan some weight reduction for the car depending on how low 13's you are talking it wont take much. full weight car will go low 13's on headers , catback , 3.4 pulley , 1.9 modified rockers and a tune with good traction and driven properly
my 200k daily driver has gone 13.5 @ 104 with powerlog , ported rear mani , 3" downpipe , homemade intake , stage 1 throttle body , 3" catback , and a tune with only the spare & jack pulled ( see vid of one of many 13.5 passes in my sig) and 13.1 @ 107 on a small dry shot - stock cam ,rockers , no headers !
