smog test leak

My 81 301 turbo TA went for its smog and the engine passed except there was
a leak somewhere between the gas tank and the carbon canister. The tech who performed the smog check blocked the hose running from the canister to the gas tank while running the (evea) test to determine this problem.
Any suggestions on how to fix this so I can drive?

I dont believe it is the gas cap leaking

When the smog tech performed the test, he was inserting the tool he uses
into the gas filler with the cap off. After he got the result of the initial pressure
problem, he used a vise grip on the hose that travels to the gas tank from the
carbon canister. He said in doing this it would prove the problem is before the carbon canister is allowing fuel fuel to the engine. Any other ideas?
 
Did the tech do a seal verification test before failing the low pressure fuel evap test (LPFET)?

Probably in California, because I know of no other state currently doing a low pressure fuel evap test. Also, CA exemption is limited 76 and older and 6 years newer or less
