Sos.. Fuel pump does not prime

I have a red armstrong dual pump system ..the primary pump will not pump prime the fuel rails when i turn the ignition on ....all the fuses in fuses box ok and if i send 12 volts from fp relay (black wire)to pump,,pump will fill rails and sounds good,,the relay is connected to the famous GRAY WIRE behind the ac compressor ,,when i put 12 volts to that wire i assumed fuel pump would prime line BUT NOTHING ,OPEN CIRCUIT,,,help please..O RELAY WAS ALWAYS VERY HOT BEFOR CAR STOPPED RUNNING
