I have a new 4.1L off-center block and noticed
that the front cam journal has a hole drilled at
the 6 o'clock position and another semi-drilled
hole at the 1 o'clock position (leads towards
the driver's side oil gallery). Setting it up for
hydraulic roller and wet sump.

QUESTION:

- Should the semi-drilled hole be drilled all
the way through to the oil gallery?? TIA.

Oil comes into the cam from the 6 o'clock hole, goes around the groove in the cam and exits at 1 o'clock into the lifter oil galley, so YES this hole should be drilled all the way through, it will supply oil to the lifters on the drivers side

Also, let me stress this for you.

Make sure your machinist lines the cam bearing hole up with the groove in the cam

If not, bad things will happen.
