stalling issue

I just finished a restoration job on my father in laws GN and he called me to tell me that when he hammers the throttle it stalls.... He has no scan tool (i begged him to at least get a scanmaster). When he steadily climbs to full throttle it gets there fine. I told him to get a new tank of 93 and run Lucas injector cleaner... Any ideas? I know he needs to wise up and get a scantool but he is an older guy and set in his ways.
