Steering column / Turn signal help....

My left turn signal does not stop blinking after I make my turn, I figure something is dis-lodged inside. So i got my wheel off, and the plastic cover thing under it, now i'm down to the gear looking thing that hold the wheel in place while in park. How do you ge that off?

and any ideas how to fix my problem once i get it off??
