TC for 400 Tranny

Need a recommendation on a torque convertor (keeping tight budget in mind) for my setup I'm putting together. Here is what I have in mind for a buildup:
Goal of high 10's
72 lb injectors
PT54 Turbo or equivelant
Fresh rebuilt 400 tranny

I have a more detailed list in the Tech section if more info is needed. Is it true that with a 400 tranny that I must have a non-lockup convertor?

Yes non lock is it. And I could do it economically.....Call me BT
