TE44 too much boost

I just put a new te44 turbo on and i have adjusted the wastegate to the point where it takes little effort to put the rod on. I don't even get to WOT and i hit 25 pounds of boost obviously causing detonation. I did have to adjust the turbo to match the pipes, any tips? How much am i supposed to lengthen the rod? Should I have to push the rod in to attach to downpipe?

got it figured out had the vac lines hooked up wrong, thanks ken.
