from pics at http://www.gnttype.org/techarea/pictureguides/turboguide/turboguide.html ,
it seems the TE44 turbo lacks a port for connection to the passenger side valve cover breather.

Those of you with TE44's, what do you do to pass visual inspection in Calif?

An open valve cover breather would fail inspection, so where would the breather be routed to ??

I'm considering a turbo upgrade, and would much prefer the TE44 over the stock-appearing TA49 (which does have the port).

Where then will the PCV system be able to vent (I hope not your oil pan or valve cover gaskets) . Are you running a solid MAF pipe? You could created a port for the PCV KV to vent in a solid maf pipe. Also, you may be able to create a vent from the drivers side oil fill tube to the air box or in your cold air pipe if that is what you're running.

I was planning on using a solid MAF pipe into the turbo, and the solid pipe would need a semi-flex coupling at the Turbo, similar to : http://www.buickgn.com/3.5mafpipe1.jpg

So possibly the Valve cover vent could be (temporarily) routed into the flex coupling at turbo's inlet: drill hole into coupling , use suitable adapter.

Apparently there is no "off the shelf" solution to this, and aftermarket turbo owners have had to "improvise".
