Turbo tweak adjustments?

I'm wondering if anyone can post the instructions on how to adjust the fuel/timing in his chips. My computer doesn't have adobe reader so I cant view it on his site.

Just download a small, free and very capable pdf reader like Foxit Reader. Foxit Software - Foxit Reader 3.0 for Windows
