TV cable, and lock-up only sometimes??

Ok, part one-

2-3 shift is weak, but there...engine sometimes gains rpms between this shift, but settles in. Its a little slow, quite far behind my neck snapping 1-2 shift with the B+M shift kit installed. Any reason for this? My TV cable is reasonably taught...I hear any play is bad though. Should I try to tighten this up?

part two-

Sometimes the TC locks up, sometimes it never does, sometimes it stays locked in 2-3-4...does it so randomly that its hard to pinpoint conditions which cause this. Any ideas?

(PS...the car was off the road for almost 2 and a half months due to suspension work combined with excessive school and work obligations. The TC lockup problem happens a lot more frequently now than it used to)

i think a good place to start is to replace the lockup solenoid.it is accessible thru the bottom of the transmission after removing the pan and filter.also when it is off use a pick to stroke the lockup valve.it is sping loaded and you should be able to push it in and itll snap back against spring pressure when you remove the pick.this can also be the reason for the shift quality issues.if you need a solenoisd and pan gasket email me or phone into the shop and we can supply you with either or both.
